Himanshu Pabreja
Research Lead, Environmental Governance and Policy
Himanshu Pabreja is a Research Lead, Environmental Governance and Policy. He has a keen focus on air quality governance, climate law, and institutions. A lawyer by training, Himanshu has worked with leading law offices, research organisations, consultancy and NGOs on environmental law and policy issues. Himanshu was previously a Research Assistant at the LSE Grantham Research Institute and UCL Bartlett School of Environment, Energy and Resources, where he worked on issues relating to climate advisory bodies, ocean law, anti-sustainability backlash and climate lobbying. He is also Coordinator of the Climate Law and Governance Initiative, Associate Fellow of the Centre for International Sustainable Development Law, and Member of the IUCN World Commission on Environmental Law. Himanshu completed an MSc in Environmental Policy from the London School of Economics and has an undergraduate degree in law from Gujarat National Law University, Gandhinagar.

In July 2026, the Supreme Court ruled that it may grant environmental clearances ex post facto in exceptional cases where the violations serve a genuine public interest. While this addresses regularisation schemes, it fails to engage with another question: how did violations of this scale go undetected in the first place?
